Position: Manager, Emergency Preparedness and Organizational Resiliency
Region: Oxford and Norfolk, Elgin
Description: Reporting to the Healthy Foundations Program Director, the
successful candidate will lead initiatives to enhance the organization’s
ability to anticipate, prepare for, respond to, and recover from
emergencies and disruptions that threaten the continuity of operations
at SWPH.
These disruptions include, but not limited to public health
emergencies, organizational, environmental, or internal events that
could upend the day-to-day workforce. The successful candidate will have
the opportunity to establish and enhance SWPH practices to ensure the
continuity of public health operations and cultivating a resilient
organizational culture. Additionally, the successful candidate will
work to strengthen the capacity of community partners to provide
leadership in responding effectively to emergencies with public health
implications, while also supporting the well-being and resiliency of the
staff of SWPH.
As a change management leader, the successful candidate will collaborate with various leaders across the organization to devise strategies, recommendations, plans, and systems with respect to strategic organizational resiliency priorities for SWPH. The candidate will provide effective project leadership to support and drive system design, facilitation, implementation of evidence-based projects and initiatives for SWPH.
Qualifications:
- Post-secondary education in Public Administration, Emergency Management, Business, Quality Improvement, Project Management, Health/Social Services, or a similar discipline.
- Experience producing Emergency Response Plans, Continuity of Operations Plans, pandemic plans, or equivalent documents is ideal.
- Knowledge of the Emergency Management & Civil Protection Act, Occupational Health & Safety Act, and related legislation and regulations is considered an asset.
- Completion of Provincial BEM and IMS certificates (or willingness to obtain the necessary certification).
- Project Management certification and demonstrated skills in project management principles are considered an asset.
- Systems thinker with a minimum of two years' experience leading projects and initiatives aligned with strategic direction.
- Capability to work effectively and maintain composure under pressure or stressful conditions to meet multiple and competing deadlines.
- Demonstrated experience in prioritization and organization to ensure effective departmental planning and project management.
- Understanding of Lean concepts and their application in analytics development.
- Strong interpersonal and communication skills with the ability to communicate effectively with staff, politicians, the public, and allied agencies.
- Ability to develop and deliver training objectives and public presentations.
- Effective leadership skills to motivate and build relationships with peers and direct reports.
- Valid Ontario driver’s license and consistent access to a reliable vehicle.
Terms and conditions of employment are in accordance with the Employment Agreement.
Salary Range: $54.29 - $61.07 per hour (70 hours in a two-week period).
OMERS pension and a comprehensive Health and Dental benefits package upon completion of the probationary period.
A criminal reference check completed within the last six (6) months from a Canadian Police Information Centre (CPID), inclusive of a Judicial Matters Check, will be required of the successful candidate.
Immunization Requirements: Fully vaccinated against COVID-19, are able to provide proof of immunization, and acknowledgement to follow Southwestern Public Health's policies and processes related to COVID-19 management in the workplace.
Salary: $54.29 - $61.07 per hour
